PROJECT MANAGER, PRIMA BINA (IYCF & RMN)

JOB SUMMARY:
The PRIMA BINA Project Manager is responsible for implementation of the IYCF project in NTT. The project will be implemented in TTU and Belu districts in Nusa Tenggara Timur Province, in a targeted 20 villages. S/he has direct responsibility for staff management and supervision, financial management and project planning and administration. S/he will be supported by a project team, based in Kefa, the IYCF team based in Atlanta and JR TPL.

RESPONSIBILITIES:

Overall responsibility for implementation of the IYCF project in Nusa Tenggara Timur
In concert with Jr TPL, PMs and PRIMA BINA staff coordinate Project initiatives with Provincial/District governments, the Ministry of Health and their related agencies, and partner NGOs working in the target area.
In concert with CARE USA technical advisor, Jr. TPL and project staff develop start-up and detailed implementation plans, including M&E/performance management framework.
Develop detailed advocacy plan in concert with partners, PL, …. and work closely with GoI officials to address advocacy issues focused at the National, Provincial, District and Local levels.
Work closely with CARE USA technical advisor and CII PL to build capacity of CARE staff and to implement a high quality program
Ensure that the project provides capacity building and oversight for local partners and government in IYCF and in the incorporation of principles of gender, equity and diversity
Manage project staff by motivating them to meet their targets, supporting them with technical and management resources, and promoting team work.
In concert with Admin-Kefa provide project management administration/project-based reports such as: monthly activity reports, vehicle reports, travel advance requests, travel plans, and travel expense reports, etc. and submit to Jr. TPL and appropriate Jakarta-program support unit representatives.
Work with Jr. TPL to ensure that the project outputs and outcomes are being achieved by holding staff and implementing partners responsible on work assignments in relation to project needs and organizational policies.
Work with Jr. TPL to develop and manage project annual activity matrices and budget plan and implement field-level activities accordingly.
The PM represents CARE and is expected to model CARE principles and values and work in an accountable and transparent manner with stakeholders.
Perform additional assignments that will contribute to the basic function as requested by supervisor.
QUALIFICATIONS:

University degree in public health, nutrition, nursing, development OR equivalent work experience in nutrition or public health.
4 years or more of experience related to nutrition programming, preferably with an INGO in Indonesia, excellent understanding of IYCF and NTT specifically.
Experience coordinating IYCF/nutrition and management activities with government technical agencies.
Proven track record of ability to cope in a positive and productive manner within a high-pressure environment with sensitive subject matter.
Good understanding of gender, diversity, and cultural issues related to IYCF.
Excellent written and verbal communication skills, English strongly desired.
Willingness to travel and work in remote and sometimes difficult locations.
Excellent computer skills, particularly use of Microsoft Office software packages.
Excellent leadership, time management, and planning.
Good and strategic decision maker.
